Diritto al Conto di Base (Basic Payment Account)

Under D.Lgs. 218/2016 (implementing EU Payment Accounts Directive 2014/92/EU), all Italian banks must offer a conto di base (basic payment account) to anyone legally resident in the EU. Includes: IBAN, debit card, 12 free credit transfers/year, 12 free direct debits/year, free cash deposits/withdrawals. Monthly fee: €3–€5 maximum. Banks cannot refuse without justified grounds. Expats with permesso di soggiorno have the same right as Italian citizens.
