The caderneta predial is the official property tax document issued by the Portuguese Tax Authority (AT) for every registered property in Portugal. It records the property's fiscal description (location, type, area), the Valor Patrimonial Tributário (VPT — taxable assessed value), the owner's NIF, the property's article number (artigo predial), and the current IMI rate and annual tax liability. It is the tax system's record of what the property is and what it is worth for tax purposes.
There are two types of caderneta predial. The caderneta predial urbana covers buildings and built urban land. The caderneta predial rústica covers rural and agricultural land. Most residential transactions involve urban cadernetas. The caderneta is distinct from the certidão permanente (land registry certificate) — the caderneta is the tax record; the certidão records legal ownership and encumbrances. Both should be reviewed in property due diligence.
For buyers, the caderneta predial is essential due diligence. It reveals the property's article number (needed for land registry searches), the current VPT (which determines IMT, IMI, and stamp duty calculations), and whether the property is registered to the seller. IMT (property transfer tax) is charged on the higher of the VPT and the declared purchase price — so a high VPT can increase your transaction costs even if the agreed price is lower.
The VPT shown on the caderneta is also the basis for annual IMI (Imposto Municipal sobre Imóveis). IMI = VPT × municipal rate (typically 0.3%–0.45% for urban). If you are buying an investment property or holiday home, verify the annual IMI cost from the caderneta before completing — the VPT, not the market price, determines this recurring cost.
Owners can access their caderneta predial via the Portal das Finanças online using their NIF and password. As a buyer, you request the caderneta from the seller or ask your lawyer to obtain it. The caderneta is updated when ownership changes, the VPT is revised, or physical modifications are declared. If the caderneta does not reflect a recent extension or conversion, the description should be updated (participação de alteração predial) before the sale to avoid future tax complications.
